An ambitious plan to restore and protect the “biological integrity of
the lower Columbia River and estuary” was unveiled over the past week,
first to Washington Gov. Gary Locke last Friday (June 4) and this Thursday
(June 10) to Oregon Gov. John Kitzhaber.
The Lower Columbia River Estuary management plan took three years and
