Countering the Deschutes River Alliance’s assertion of numerous Clean Water Act offenses downstream of its Pelton Round Butte dams on the Deschutes River, Portland General Electric said the foremost objective of a settlement agreement reached in 2005 is to reestablish year-round fish passage in order to restore anadromous fish runs upstream of the dams.
