Congress this week approved an amendment to the 1980
Northwest Power Act
that would prevent the Bonneville Power Administration
from setting
electricity rates for the years 2002-2006 so as to
build a “slush fund
for dam removal,” the measure’s author, Sen. Slade
Gorton, R-Wash.,
