Gov. Inslee Appoints Patrick Oshie To Northwest Power And Conservation Council
Posted on Wednesday, April 10, 2019 (PST)

Washington Gov. Jay Inslee has appointed Patrick Oshie to the Northwest Power and Conservation Council, effective April 1.

Oshie is an experienced business and energy attorney from the Yakima area, former member of the Washington Utilities and Transportation Commission (2001-2013) and counsel for Western Electricity Coordinating Council. He represented the Yakima Nation and other clients in the 1990s on fisheries issues.

He replaces Tom Karier, who retired from the Council after serving for 20 years.

Oshie earned a law degree from University of Washington in 1980 and a Bachelor’s Degree from Western Washington State College in 1977.

He lives in Zillah, Washington.

The 1980 Northwest Power Act directed the creation of the Council, an interstate compact agency with two representatives each appointed by the governors of Idaho, Montana, Oregon, and Washington.

The Act requires the Council to develop a program to “protect, mitigate, and enhance fish and wildlife, including related spawning grounds and habitat, on the Columbia River and its tributaries … affected by the development, operation, and management of [hydroelectric projects] while assuring the Pacific Northwest an adequate, efficient, economical, and reliable power supply.”
